The obvious in-city choice; it will be busy, so arrive early.
DirectionsDown the Nervión estuary (toward Getxo / Portugalete)
Open toward the coastFollowing the estuary north-west toward Getxo, Las Arenas and the Bizkaia Bridge opens the horizon toward the sea and the setting Sun. Slightly nearer the path edge than central Bilbao but with a much cleaner low western sightline — a good balance if you want to stay near the city.
DirectionsWest to the Cantabria coast (plan B)
Longer totalityIf you can travel, heading west along the coast into Cantabria more than doubles your totality — Santander sees about 1m 7s. Cabo Mayor in Santander has a clear sea horizon to the west. This is the strongest option for anyone not tied to Bilbao itself.
DirectionsSouth to Castilla y León (plan B)
Longest + clearestInland to the south, the Castilla y León meseta gives both far longer totality (Burgos ~1m 47s) and the clearest August skies of the whole Spanish path — a major advantage over the cloud-prone Basque coast. About 1.5–2 hours' drive from Bilbao.

Weather is the real gamble in Bilbao. The Basque coast sits under frequent Atlantic cloud and sea haze even in August, and with the Sun only 8° up, a bank of low cloud on the western horizon can hide the whole event.
There is no coastal-horizon advantage here to offset it, so the forecast matters enormously.
The safeguard is mobility. Prospects improve sharply inland once the Cordillera blocks the Atlantic moisture, so keep a fallback to the south (the meseta) or plan to chase a gap in the cloud.
