The Rioja basin sits in the lee of the Sierra de Cantabria, sheltered from Atlantic cloud, and August evenings are typically warm and clear — markedly better odds than the coast.

The Sun is around 7 degrees up, so the sierra to the north-west is worth checking from your chosen spot.

The open Ebro valley to the west is the reliable answer.
